Master Data Management Has Outgrown the Annual Plan

Master data management has reached a decisive turning point. For years, organisations treated master data as something to be reviewed, cleansed, reconciled and governed through structured annual cycles. The assumption was simple: define the standards, align the systems, create the golden records, establish stewardship, and then revisit the model when the next planning cycle arrived.
That assumption no longer holds.
The current market has changed the operating logic of master data management. Artificial intelligence, cloud platforms, multi-system environments, regulatory pressure, acquisitions, fragmented enterprise resource planning estates, and the need for faster decisions have exposed the limitations of the traditional playbook. The old model was designed for control. The new environment demands flow.
Gartner has warned that artificial intelligence and generative artificial intelligence are changing “the way people work, teams collaborate, and processes operate”, while Gartner analyst Ramke Ramakrishnan has stated that organisations that fail to transition and leverage data, analytics and artificial intelligence “will not be successful”. Forrester’s Jayesh Chaurasia is equally direct, describing the master data management market as being at “an inflection point” and undergoing “a profound transformation”.
This is the context in which boards, chief executives, chief data officers, chief information officers and finance leaders must now reconsider a difficult question: is master data management still being run as an annual discipline when the business now operates continuously?
The answer matters. If master data moves slowly, decisions move slowly. If master data is fragmented, artificial intelligence will scale that fragmentation. If governance remains trapped in committees, business units will continue to create workarounds. And if master data is still treated as a technology implementation rather than a strategic operating capability, organisations will continue to spend heavily without achieving the decision confidence they need.
Emergent Africa’s view is straightforward: master data management is not dead. The annual version of it is.
1. The Annual Master Data Routine Is No Longer Fit for the Market
The traditional master data management routine was built around stability. It assumed that the organisation could define its core data domains, build central controls, harmonise records, and then rely on periodic reviews to keep the system aligned.
This worked tolerably well when organisations had fewer systems, slower change cycles and more predictable structures. But modern businesses are not stable organisms. They are fluid networks of platforms, business units, partners, suppliers, regulators, customers, applications and artificial intelligence use cases.
The annual master data routine typically follows a familiar pattern. A strategy workshop is held. A data governance refresh is approved. Data domains are prioritised. A project team is formed. Cleansing work begins. Stewardship rules are debated. System integration is placed on a roadmap. Months pass. Then the business changes again.
By the time the model is ready, the market has already moved.
This is why master data management has to break out of the annual planning rhythm. Data is no longer a static asset that waits patiently for governance. It is a live operational input into pricing, procurement, reporting, compliance, sustainability, customer experience, automation and artificial intelligence.
McKinsey’s work on next-generation data products makes the shift clear. Its authors argue that companies wanting successful next-generation data products “may need to revise their data architecture and governance”. McKinsey also notes that these products rely on artificial intelligence, cloud computing, machine learning and real-time data processing.
That single point changes everything. If the business is becoming real time, master data cannot remain periodic.
2. The Classic Master Data Playbooks Were Written for a Different Era
Many of the classical approaches to master data management were based on a centralised ambition: create one version of the truth and distribute it across the enterprise. On paper, this remains attractive. In practice, it has become harder to sustain.
Modern organisations are no longer built around a small number of neatly integrated systems. They operate across customer relationship management platforms, enterprise resource planning systems, e-commerce platforms, procurement platforms, data warehouses, cloud applications, compliance tools, sustainability platforms and industry-specific systems. Each system has its own logic, data definitions and operational urgency.
Oracle’s David Handy captured part of the problem when he wrote that traditional master data management solutions “would often take years” and had a high failure rate. Oracle’s article describes traditional master data management as “taxing and lacking in context”.
That phrase matters: lacking in context.
The old playbook tried to create central order. The new market requires contextual trust. A supplier record is not just a supplier record. For procurement, it relates to cost, availability, contracts and payment terms. For risk, it relates to sanctions, fraud exposure, ownership structures and compliance. For sustainability, it relates to emissions, certifications and value-chain transparency. For operations, it relates to service levels and continuity.
A single golden record still has value. But the idea that one static record can satisfy every decision context is increasingly unrealistic.
The new discipline is not about abandoning consistency. It is about creating governed flexibility: common identifiers, shared standards, clear ownership, trusted lineage and domain-specific meaning.
3. Artificial Intelligence Has Made Poor Master Data Impossible to Ignore
For years, organisations could tolerate master data weaknesses. They could reconcile reports manually. They could correct spreadsheet errors. They could rely on experienced managers to interpret imperfect information. Inefficiency was accepted as the cost of doing business.
Artificial intelligence has changed that tolerance.
Artificial intelligence systems do not merely consume data. They amplify it. They find patterns, recommend actions, automate decisions and influence workflows. If the underlying master data is duplicated, outdated, incomplete or inconsistent, artificial intelligence will not solve the problem. It will scale it.
Gartner’s 2024 data and analytics trends warned that data and analytics leaders must link their capabilities to business outcomes, or risk misallocated resources and underused investments. Gartner also warned of a potential “cost avalanche” as artificial intelligence changes how businesses are run.
This is why master data management has moved from the back office to the executive agenda. Artificial intelligence readiness is not primarily a model issue. It is a data trust issue.
IBM now positions master data management as an artificial-intelligence-infused, cloud-native platform that unifies and governs data across domains. IBM states that master data management provides trusted, accurate data for artificial intelligence and critical operations, and enables “fast, secure access to trusted, near real-time master data”.
The implication is clear. Artificial intelligence does not make master data less important. It makes it more strategic.
4. The New Standard Is Continuous Trust
The strongest organisations are no longer asking whether their master data is clean once a year. They are asking whether it can be trusted at the point of decision.
That is a very different standard.
Continuous trust means that data quality, matching, validation, enrichment, lineage and stewardship are built into daily business flow. It means changes are captured as they happen. It means downstream systems are notified through events and interfaces. It means governance is not a meeting after the fact, but a set of controls embedded into operations.
Informatica’s guidance on real-time publishing refers to using master data management software-as-a-service events and application programming interfaces to publish data for consumption. Its stated outcomes include understanding business events and downstream publishing mechanisms in real time.
IBM’s documentation is even more explicit. It describes configuring a master data event stream to propagate changes in record and entity data to downstream systems through Apache Kafka, helping ensure that users and systems have the most up-to-date master data.
This is where the annual model breaks down completely. If master data can now be streamed, published and synchronised near real time, why is governance still often designed as if the enterprise operates in quarterly or annual batches?
The answer is not technical. It is organisational.
5. Domain Ownership Is Replacing Central Bottlenecks
A central master data team still has a role. But the idea that a central team can understand every business nuance, approve every change and resolve every ambiguity is no longer credible.
The emerging model is domain-led and federally governed. The business domains closest to the data must own quality, context, definitions and usage. The centre must set standards, provide platforms, monitor compliance, manage shared identifiers and ensure enterprise-wide interoperability.
IBM describes data mesh as a decentralised architecture organised by business domain, where domain data producers treat their data as a product. IBM also notes that domain teams become data product owners, while federated governance supports standardisation across the organisation.
This does not mean chaos. It means disciplined distribution.
The old centralised model often created bottlenecks. Business users waited for central teams. Central teams waited for system owners. System owners waited for funding. Funding waited for the next annual cycle. The result was predictable: local workarounds.
The new model places accountability closer to where the data is created and used, while preserving enterprise rules. That is how master data management becomes faster without becoming uncontrolled.
6. Master Data Must Become a Product
One of the most important shifts in current thinking is the move from master data as a project to master data as a product.
A project has a start and end date. A product has users, owners, value measures, service levels, feedback loops and ongoing improvement.
IBM defines a data product as “a reusable, self-contained package” combining data, metadata, semantics and templates to support business use cases. IBM also says data products are developed through product thinking, including understanding user needs and iterating based on feedback.
This is precisely the mindset master data management now requires.
A customer master should not simply be a database. It should be a trusted product used by sales, finance, service, analytics, compliance and artificial intelligence teams. A supplier master should not merely store vendor details. It should support onboarding, fraud prevention, sustainability claims, procurement decisions, payment controls and operational resilience. A product master should not only describe items. It should support pricing, digital commerce, traceability, environmental reporting and customer experience.
Once master data is viewed this way, the conversation changes. Leaders stop asking, “Is the implementation complete?” They start asking:
Who uses this data?
What decisions does it support?
How fresh does it need to be?
Who owns its quality?
What is the cost of inaccuracy?
How quickly are exceptions resolved?
How does it support artificial intelligence, compliance and growth?
That is a better conversation.
7. Regulation Has Turned Master Data into a Compliance Capability
Regulation is another reason annual master data routines are no longer sufficient.
In South Africa, the Protection of Personal Information Act establishes conditions for lawful processing, including accountability, purpose specification, information quality, openness, safeguards and data subject participation. The Information Regulator also states that information officers must help ensure compliance, support assessments and monitor internal measures.
For organisations operating across Africa and global markets, the regulatory burden is expanding. Product transparency, privacy, artificial intelligence governance, sustainability reporting and cross-border data obligations all require more reliable master data.
The European Union’s Digital Product Passport initiative is an important example. It is designed to provide comprehensive information about product origin, materials, environmental impact and disposal recommendations across value chains.
This kind of requirement cannot be met with a once-a-year clean-up. It requires traceable, governed, current and standardised product data.
The same principle applies to customer data, supplier data, employee data, asset data and sustainability data. Compliance is becoming continuous. Master data must follow.
8. Public Examples Show the Direction of Travel
The strongest evidence for the new model comes from organisations that have linked master data management to measurable business outcomes.
Eaton’s public case study shows how fragmented data estates can become a direct financial problem. According to Reltio, Eaton had more than 90 enterprise resource planning systems and more than 3,000 applications, creating silos and inconsistencies in customer data. In six weeks, Eaton unified customer data and saved between $10 million and $14 million annually in rebate leakage. Ross Schalmo, Eaton’s Vice President and Chief Data Officer, said the company was asking how data could help decide where to invest and how to use artificial intelligence more effectively.
This is not master data as administration. It is master data as margin protection, investment insight and artificial intelligence foundation.
Dallas County Health and Human Services provides another example. Informatica reports that the organisation unified 4.5 million citizen records, achieved a 50 per cent boost in data reliability and saved 2,000 annual hours. Dr Philip Huang described the initiative as “lifechanging” for the organisation and citizens of Dallas.
Yamaha Corporation offers a cultural lesson. Informatica reports that Yamaha used master data management to unify data across more than 200 systems globally. Yoshiaki Murakami stated that data management “is not a one-time effort” and should take root as corporate culture.
OfficeMax New Zealand illustrates the operational impact of modern product master data. Stibo Systems reports that OfficeMax cut product setup time from six weeks to two hours. Jeff Sutton, Chief Technology Officer and Head of Transformation, said master data management was “one of the key pillars” of the transformation journey.
These examples point to a clear pattern. The organisations gaining value are not treating master data as a compliance chore or technology exercise. They are linking it to speed, productivity, margin, decision quality and strategic execution.
9. What Leaders Must Stop Doing
To break from the annual routine, leaders must stop reinforcing outdated habits.
First, they must stop treating master data management as a platform decision. Technology matters, but the platform does not create accountability on its own.
Second, they must stop assuming that the “single version of the truth” is purely a technical construct. Truth in data depends on context, ownership, definitions, quality rules, usage and trust.
Third, they must stop funding master data as a once-off remediation exercise. Data quality will degrade unless it is continuously managed.
Fourth, they must stop separating master data from strategy. Master data affects artificial intelligence, customer experience, procurement, sustainability, risk, pricing, revenue leakage and financial reporting.
Finally, they must stop allowing governance to exist outside the business process. Governance that does not change behaviour is theatre.
The shift required is not subtle. It is a move from annual control to continuous capability.
10. What Leaders Should Do Instead
A modern master data management agenda should begin with business outcomes, not data domains.
Start where the organisation is experiencing pain. This may be duplicate customers, slow supplier onboarding, unreliable product data, sustainability reporting gaps, inconsistent pricing, fragmented patient or citizen records, or poor visibility after acquisitions.
Then define the decision that must improve.
For example:
Can we identify the true customer across all systems?
Can we onboard suppliers faster without increasing risk?
Can we trust product data for digital commerce and export compliance?
Can we reduce revenue leakage caused by inconsistent records?
Can we provide artificial intelligence tools with governed, current data?
Can we trace sustainability claims back to reliable source data?
Once the decision is clear, the master data requirement becomes practical. The organisation can then define ownership, quality rules, integration points, stewardship workflows, event triggers and performance measures.
A modern scorecard should measure more than records cleansed. It should measure duplicate prevention, exception resolution time, source-to-master latency, business process cycle time, trusted attribute coverage, policy breaches, user adoption, artificial intelligence readiness and measurable financial impact.
This is how master data management earns executive attention. It stops being a cost centre and becomes a performance system.
Conclusion: The Future Belongs to Organisations That Master the Flow of Trust
Master data management has not become less important. It has become too important to be managed through old routines.
The annual model was built for a slower, more stable world. That world has gone. Today’s organisations need trusted data that moves with the business, supports artificial intelligence, satisfies regulators, enables faster decisions and adapts to constant change.
The organisations that continue to treat master data as a yearly clean-up exercise will remain trapped in the same cycle: fragmented records, disputed reports, slow decisions and frustrated business users.
The organisations that move ahead will do something different. They will treat master data as a strategic capability. They will shift ownership into domains while maintaining enterprise standards. They will build continuous trust into operations. They will use technology to accelerate flow, not merely centralise control. They will measure value in decision quality, risk reduction, speed, reuse and business performance.
For African enterprises, this is an important leadership moment. As markets become more volatile, regulations more demanding and artificial intelligence more embedded in daily operations, trusted master data becomes a foundation for competitiveness.
